REQUEST FOR DISCUSSION (RFD)
unmoderated group news.admin.parliament

This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup news.admin.parliament.
This is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

Newsgroup line: The Parliament of Big Eight.

RATIONALE: news.admin.parliament

USENET (USErs NETwork) is now almost 25 years old and since its launch
many things have changed in the real and in the virtual world. From a simple
tool used for just a few messages a week, started as a Unix network linking
sites to talk about and receive prompt updates on Unix system configurations
it has now become a complex instrument: thousands of topics are used by a
vast mass of individuals worldwide, for work purposes. The number of people
involved increases daily and rules have to be changed to keep in step with
the growth of the global village.

It has consequently become necessary to set up a forum specifically devoted
to discussion of these rules, a newsgroup which will ensure all participants
in our hierarchy have a place where legislation, based on a Constitution
and with publicly elected representatives, can be discussed and voted
democratically. The intention, by thus giving sovereignty to all components
of Big Eight, is to have a site where impartiality and fairness can be
guaranteed by users themselves so that the will of the community is always
fulfilled.

We are all the same and yet different and depositaries of diverse cultures.
The basis of democracy is jurisdiction created by the people to establish
equity and justice, since every user is entitled to impartial treatment of
issues of concern to them personally. In democracy the indivisibility
of rights must always be respected: rules have to be interpreted in such
a way that the freedom of one individual may not violate the freedom
of others. Rules must be implemented and protected to strengthen the
union of all users in compliance with principles of equality.

CHARTER: news.admin.parliament

The unmoderated news.admin.parliament newsgroup is intended to
promote the free and open discussion of matters related to common policies.
Its objective is to give all users identical rights by granting everyone the
right of vote to elect the government of Big Eight. This forum will also
yield benefits not only for our hierarchy but for the Internet community
at large by focusing attention on all global village problems as well as
helping to reduce every kind of abuse - spam or privacy, for example - and
addressing other on-line issues.

The task of this newsgroup is to remove any obstacles existing among users
by promoting cooperation and mutual respect and ensuring that the rules are
applied in order to obtain harmony, collaboration and solidarity amongst us.
Likewise this forum sets out to defend minorities and protect the rights of
one and all. The Parliament of Big Eight should be created to offer all
users the chance to suggest, propose and decide which regulations we
need to have in order to make everybody feel fully part of our community.

Some of the issues to be discussed by the democratic Parliament:

advertising, announcements, archives, censorship, charters, constitution,
copyrights, creation, deletion, demoderation, election, FAQs, guidelines,
help, hierarchies, ISPs, information, legislation, licenses, moderation,
moderators, naming, net-abuse, netiquette, news servers, news
administrators, old charters, policies, privacy, renaming, reorganization,
replacements, representatives, retromoderation, RFCs, robomoderation,
rules, security, spam, splits, removals, statistics, UDPs, votetakers,
voting etc... etc...

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved. The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call
For Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it. Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and
"How to Format and Submit a New Group Proposal". Please refer to
these documents (available in news.announce.newgroups) if you have
any questions about the process.
